Adult Safeguarding

What is Adult Safeguarding?

Adult Safeguarding means protecting an adult’s right to live in safety, free from abuse and neglect. It is about people and organisations working together to prevent and stop both the risks and experience of abuse or neglect.  

Section 42 of the Care Act 2014 defines an ‘adult at risk’ as someone aged 18 or over who:  

  • has needs for care and support (whether or not those needs are being met) 
  • is experiencing or is at risk of abuse or neglect 
  • and as a result of their care and support needs, is unable to protect themselves from that abuse or neglect. 

Types of Abuse

Physical Abuse

Hitting, pushing, restraint, misuse of medication. Look for: unexplained injuries, flinching, wearing covering clothing.

Domestic Abuse

Controlling, coercive or threatening behaviour between intimate partners or family members. Look for: frequent absences, anxiety about going home, controlling partner contact. 

Sexual Abuse

Any sexual act without consent, including online. Look for: sudden changes in behaviour, inappropriate sexual knowledge, avoidance of specific people. 

Psychological Abuse

Threats, intimidation, humiliation, isolation, verbal abuse. Look for: low self-esteem, withdrawal, fearfulness, sleep disturbance. 

Financial or Material Abuse

Theft, fraud, exploitation, pressure around money or property. Look for: sudden lack of money, inability to buy necessities, someone else controlling finances. 

Modern Slavery

Human trafficking, forced labour, domestic servitude. Look for: signs of control by others, malnourishment, working excessive hours, and inability to leave the situation. 

Discriminatory Abuse

Abuse based on protected characteristics (race, gender, disability, sexuality, religion). Look for: unequal treatment, slurs, exclusion, hate incidents. 

Organisational Abuse

Neglect or poor practice within an organisation. Look for: rigid routines, lack of flexibility, poor care standards, inadequate staffing. 

Neglect and Acts of Omission

Failure to provide care, ignoring needs, withholding necessities. Look for: poor hygiene, malnutrition, untreated health problems, unsuitable living conditions. 

Self-Neglect

Failure to care for oneself, hoarding, refusal of services. Look for: very poor personal hygiene, hazardous living conditions, refusal of help despite deterioration.
